| The parties |
|
On the one hand the Ilmo. Sr. D. Juan José Rubio
Guerrero, Director of the Fiscal Studies Institute by virtue of the
powers that the Royal decree 63/2001, of January 26th (BOE, January
27th), bestows him and by means of which the Statue of the Autonomous
organism of the Institute for the Fiscal Studies
is approved. On the other hand the Ilmo. Sr. D. Luis Caramés
Viéitez, President of the "Asociación Galega de Estudios de
Economía do Sector Público" . An asociation set up in accordance with the law of 24/12/1964 and its
regulations. It's registered in the Registro Nacional de
Asociaciones ( Nacional Register of Associations) with the nº 103.581. Both parts are considered to have the competence
and the legitimacy required to grant and sign this General protocol

FIRST: That the Institute for Fiscal Studies is an autonomous organism attached to the State Secretary of the Treasury. Among its functions are the development of relations of coordination and cooperation with other centres, institutes, Universities, public and private institutions, both national and international, as far as the research in tax systems and public expenditure is concerned so as the focus in the economic and social system of the latter and its application, apart from the educational and improvement of the personnel.SECOND: That the "Asociación Galega de Estudios de
Economía do Sector Público" is an association whose purpose is
to promote the development and the spreading of the research related
with the Public Sector in Galicia. For this purpose the parties sign this document
under the protection of the rules established in the article 3.1d) of
the legislative Royal Decree 2/2000, of June 16th, by means of which
the adapted text of the Law of Contracts of the Public Administrations,

| FIRST:
The purpose of this protocol is to regulate the collaboration between the Institute for Fiscal Studies and the "Asociación Galega de Estudios de Economía do Sector Público" for the promotion of joint activities and initiatives, so as the development of joint studies, meetings, courses, seminars and congresses related to the common topics SECOND: This Protocol will be developed,
later,, in its most concrete and specific aspects, by means of
specific agreements signed by the Institute for Fiscal Studies and the
Galician Association for Economic Studies of the Public Sector, where
the activities to be carried out, their calendar and the contributions
of the parties will be shown. THIRD: The parties commit themselves to send information that may turn to be interesting to both parts: courses documentation, seminars, meetings, research activities, publications, etc.; so as to facilitate the access to documents’ collections, bibliographic lists and databanks, except the confidential ones that may be used by enabled people to enquire or make research FOURTH: The formalization of this
Protocol doesn’t entail any expense. Nevertheless, when the
realization of joint educational actions, may involve economic
contributions by one or both of the parties, the economic costs will
be evaluated in isolation and they will be approved by the respective
competent organisms. FIFTH: For the adequate monitoring of the agreement a Mixed Commission will be created, formed by two members, one named by the director of the Institute for the Fiscal Studies and another one named by the President of the Galician Association for Economic Studies of the Public Sector, which will meet by mutual agreement when both parts consider it necessary. SIXTH: This
is an juridical administrative agreement. For any interpretative
questions or gaps the parties should turn to the points grouped in the
Legislation for Contracts of Public Administrations, a Refunded Text,
approved by the Legislative Royal decree 2/2000, June 16th.
SEVENTH: This protocol, will take effect to all intents and purposes established, after the date of its signature being valid for two years. This protocol may be reported by any of the parties at least two months before, and in any case, it will loose its validity two months after the date in which the report is communicated to the other party.
