"Politically intervened economies: America, Europe and the world, 1994", James M. Buchanan

 

Prof. James M. Buchanan (Nobel Prize for Economy 1986)

He was born in Tennesse, USA, in 1919. Doctor in Chicago University in 1948. Today, Advisory General Director in the Public Choice Theory Centre and Harris Professor at the University of George Mason, Virginia.

He is a worldly specialist in the field of the Public Choice Theory, which was an important contribution which changes the old thesis about mechanic methods to correct the several market faults.

Buchanan, following his public choice theory hasn't accepted this simple point of view of considering the political life as dominated by the egoism of the political parties and the scant altruism of the markets, by which the authorities would prefer getting macroeconomic goals at the employment or inflation expenditure.

Parting from the analysis of the relation between public expenditure in taxes, Buchanan formulated a theory about the process of political decision and that of the public sector, based on the unanimity principle of the concurrent agents. 

Thus, Buchanan, envisages the political process as a way of cooperation to achieve mutual benefits and not as a base for the redistribution of resources among individuals.

The highest achievement of Buchanan has been his tenacity on defending the importance of the main rules, the “rules of the game”, as applied to the political systems and gathered in the particular constitutional regime of each country

He was awarded the Nobel Prize in Economy in 1986 for his contributions to the  theory of political decision making and its application to the public economy.

Since the Galician Institute for Economic Promotion (IGAPE) is conscious of the importance of Dr. Buchanan’s theory, it wants to afford the Galician businessmen the opportunity to know the interesting theories of this distinguished Nobel Prize in Economy

From the point of view fiscality there is a need to update permanently the acquired knowledge, due to the continuous modifications that take place in the tributary regulations.

In this sense, this course wanted to deepen in the fiscal news introduced for the year 2000 in the different taxes that affect the companies activities. Its aim was to help as a complement to those syllabus developed in the subjects of fiscality which are taught at the different university degrees, to whose students this course was directed.

Besides, this course had a practical aim, to familiarize the attendants with the formal aspects which the economic activity relations may involve. Thus, much emphasis was put on the explanation and filling of the different tax forms.

Therefore, the course was mainly focused on the tributary updating and also the updating of the attendants in regulation and proceedings matters as far as economy activities and its relation with The inland Revenue is concerned.
